This may not strictly be a laptop computer question, but it sounds like the belt drive on the drum has broken or come off. This is a common problem. If you are handy, unplug the machine, turn it around, and remove the sheet metal screws on the back holding the back panel on. Remove that panel and look for broken or unseated belts. If you find broken or unseated belts, replace them with new ones. If you do not, you need to call in professionals or buy a new washer. Or find someone more handy to help. :>)

Electric box keeps tripping out when machine turned on

You have a short or overload fault in the washing machine that causes the circuit breaker to trip out and this prevents a possible fire.

What does OE stand for on our machine?, it keeps coming up flashing and will not empty ,it is a mastermind 708

It is a long drain error and occurs when the washer is not fully drained after 10 minutes of draining. It indicates a problem with the drain system of your washer.
  1. Make sure the drain hose is not crushed, kinked or frozen. This will prevent the water to drain properly.
  2. Check the drain pump if it is running. If running, the drain pump filter is clogged. Clean the filter. In many washers a small sock or other piece of clothing or materials can get between the clothes tub and the outer tub that holds the water. If the clothing gets between the tubs, it may then get into the drain hose that is attached to the pump or even into the pump itself. If it's in the pump, you need to remove the hoses from the pump and pull the item out.
  3. To remove the item from the outer tub port, open the washer's main access panel and remove the large diameter rubber hose that connects the pump to the bottom of the outer tub. Using a needle-nose pliers, try to grab and remove the stuck item through the port.
  4. If the drain pump is not running, you have to replace the pump pulley or the pump itself.
Please update me of the result or if you have findings.

Leaking from underneath pump could it need new

A notebook with water cooling? Neat!
I figure however that you really wanted to know about a water pump in a vehicle. Buy a rebuilt water pump since most have been pressed together and replacing an individual O ring is often not practical.
That leak was designed in so when the inevitable happens, the coolant runs out and gets no chance to invade the oil system.
