Turning over is starting. It sounds like it's cranking but not starting - is that right?
You mentioned "it was turning fine until i cleaned all the cables."
Start there with the cables you cleaned. What did you use to clean them? Check you ground to both the starter and frame.
When you pull the clamps off the battery posts, do you get any spark?
How about pulling the ignition wire off the plug, and leave it close to the valve cover where you can see the end. Does it spark when cranking? Do you smell fuel if you pull the spark plug out?
The old expression - All you need is fuel and spark to make fire...
If it's a manual transmission, have you tried bump-starting it on a downhill?

Have a1997 jeep wrangler that wont start changed ignition could it be my starter

Yes it could be the starter, it could be the battery if the engine doesn't turn over, it could be a grounded power line to the starter. Even if the battery is showing proper volts it may not have the amperage to turn the motor over, it could be the solenoid itself. I recommend you 1. try jumping the vehicle. If the engine cranks when jumped but not without a jump then replace your battery. If not I recommend you get the Haynes repair manual on your vehicle for all of the troubleshooting and isolating steps.

Engine wont turn over

This definitely sounds like the battery if your jeep is an 03 and the battery has never been replaced that makes your battery 6 years old most batteries average life is 3 years unless you have a no maintenance battery which will last a little longer. it should cost around 70.00 to replace I hope this has been of some help

Starter is just clicking...wont start

Starters go bad whether they are two hours or two years old. If you know how, try jumping the starter by crossing the power connection with the egnition on. If your headlights turn on then it's not the battery and I would get another starter. If it is close to the year mark, you may get a replacement starter for free.

97 jeep wrangler 6cy starts runs well until turned off then will not start for about 2 hours

The most common problem is the starter.
When the engine gets to operating temperature, the starter gets the same temperature because it's mounted next to the engine.
Most solenoids in the starter wear out with age and can't take the heat of the engine anymore.

WOnt run over - battery good - can turn it over but jumping the starter

if the battery is good and you jump the starter she should run otherwise you may have a sensor issue, try to get a hold of a code reader and see if any codes have popped up..
