Check and replace damaged component/s at its horizontal scan output section circuit. Check the LOT (Line Output Transformer) too for damage. Replace the horizontal scan output transistor. Check the input voltage to LOT. If the voltage is absent check the feeder resistor; if any. If you wish to get some details; check the site linked here. Wow,- how do you know, I never heard of that.
Maybe if one of magnets is bit off. Do you have 80V AC from stator wires. (Three wires coming from left case cover). Measure between two with engine on must give you ca 80V. This way you know Stator is o.k.

1st You download Webcam Driver.

After this install the Webcam driver in the system.
Installation of Webcam Driver
Go to the control panel
Click on the System Icon
Click on the Hardware Tab
Click on the Device Manager s
Select the Unknown Device or printer device where yellow Question Marks sign on it.
Right click on it and uninstall it.
After this go to the top of the device manager and click on scan for hardware changes.
Driver installation Wizard start.
Brows Your Driver from the Hard Disk and click on next.
Driver will be install.

Unfortunately, this is not a fixable problem. Samsung CRT monitors are well known for losing color; they have defective cathode ray tubes. I recommend that you buy an lcd screen. sorry if that wasn't what you wanted to hear! don't forget to rate

Try to wiggle the cable and see if it goes away. Seems like a loose connection somewhere. Try to factory reset the monitor from the menu.

It seems that you have a vertical section problem ,It might be possible some capacitor might have gone wrong

what is the make and model of the HCL????

I thing it is the problem of horizantal output transistor.that is placed on hitsink of eht big in size.Or check vga cable.
Hope this be of initial help/idea. Pls post back as requested, how things turned up or should you need additional information.
