With capacitors it doesn't matter which wire goes on which terminal
if it has just 2 terminals then a wire on each
if it has 4 terminals then one wire on one set and the other wire on the other set
A set is two terminals side by side
However if you are still undecided , get an electrician to fit the wires.

The reason you are blowing fuses is 'high amp draw,' which is most always caused by a 'electrical short,' and the most common things to cause such a short are the 'compressor and fan motor(s).

I would say you need a serviceperson to determine exactly what is causing your short.

sounds like the compressor may have died on you. the compressor isnt running you might as well trash it sorry for the bad news but it probably isnt worth trying to replace a compressor in a system like that it would drive you crazy and take forever if it could even be done.

Noise

Adding cloth or any other sound absorbing material will not work. There is not enough room to add anything appreciable in the fan area.
