Batteries retain a memory. If you only drain the battery half way and than recharge all the time it will only keep half a charge. Try running it all the way down and than recharge it, this can take some time. Let it run till it gets very very slow and almost stops, but don't go past where it stops or it will not take a new charge at all. It does not always work, but worth a try before buying a new one. getting up to full charge, I have successfully "repaired" batteries

more cells in the battery are internally shorted.

Read all the posts and pay particular attention to the single cell method I have used.
After you have discharged the battery - put in a air tight plastic bag in the freezer for 1/2 an hour - then charge as this drops the temp so it takes longer to get to full charge temp - for tech people with a multimeter :-) - don't drop battery too far below 0.7 volts per cell as this can also damage the battery cells further (most Ni-Ca batteries are 1.2 volts per cell) - this doesn't work for Li-ion as they can be charged from any charge state
