Put your socket and ratchet on the bolt.Look at the pulley where your socket is and you will see 2 flat spots on the base of the pulley. Put a adjustable wrench or if you have a open end wrench that big on it to hold it while you turn your socket. As for tightening specs. look at the paper work you got with the clutch or contact who ever made the tractor.
