You are probably talking about synching music, photos, etc and not operating system apps which cannot be synched.
You will need your USB cable to connect the Android to your laptop's USB -2 port. You might also need drivers (software that communicates between devices) but probably not as most Androids automatically transfer those that are needed when the USB cable is plugged in for the first time.
Then you can use your laptop's file manager to transfer, copy, arrange, etc. files and folders from your laptop to your Android.
If it has an external SD card in a slot it's best to put all your music, pictures, videos there as if you copy them to the internal device storage you could fill it up fast. It's sort of a manual way to synch. Unless you can find some software to do it automatically, this is your only real option but it it's not hard at all as long as you know how to use your laptop's file manager.
