Is it advised to move the wine bottles every once in a while?

If it is possible, don't move the wine at all from the moment you've started storing them. You should store the wine in your wine rack in a way that you won't have to move any other bottle in order to get to the desired one.

Can a wine-rack take half sized bottles?

Most wine racks can store half size bottles although there are some particularly thin and long bottles which won't fit right. You need to consult the wine rack company and ask explain them exactly your special needs.

Koolspace NUVO wine cooler recharge

do you have a recovery machine and gauges you need to tap both sides to check the high to and it needs to be vaccumed down to remove moisture ,find and fix the leak. leaks arnt verry common un less someone broke a line somehow. if the compressor is running it is more likley it has a restriction or bad valve in compressor, hooking to high and low sides will determine which if is less than 5 years old it could be under warrant still most sealed systems have a longer warranty than the rest of it is the evaperator getting cold at all.
