The reason for the jumper wire is probably what is wrong with the mower. You probably have a short to ground somewhere in the electrical system. Trace the wires to see if you can find it.
Next check to see if you have 12V to the starter.

SOURCE: Poulan Riding Mower won't crank, battery OK.

Forget the safety switches for now.The first thing I would check would be the fuse. It will be located on the battery side of the solenoid. Follow your positive battery cable to the solenoid. There will be a small red wire coming off of that post with an inline fuse. If the fuse is good, check your solenoid. There are two wires plugged into spade terminals at the bottom of the solenoid. Unplug the one that is insulated, the other one is a ground. Hook a test light from that wire to ground. When you turn the key to start (with the brake pedal held down), it should light. If it lights, your solenoid is bad. If not, then you can start looking at switches. Probably will be one of the two. Hope this helps. Dwain

SOURCE: My riding mower blows fuses once you turn the key.

Sounds like you are on the right path, maybe some wires on the ignition were replaced backward, and you are sending +12v directly to ground? Does it blow right away?

SOURCE: my westwood ride on mower, model 2012 wont start.

Could be a few things, First, you say it's getting fuel, but is the fuel fresh? It may have water in it and act like your engine. Did this problem just start happening? Did you happen to ride over something that may have sheared the key on the flywheel? This would throw the timing off on the engine. If you can try to start it while spraying gas into the carb throat and it keeps running, then it could just be a dirty caburetor or a misadjusted carb float. Good luck, Bill

Battery ok, but nothing when I turn the key. Does this model have a fuse under the seat

ALL JD Tractors have a seat switch. But you have several other safety switches as well. Neutral safety switch, Mower clutch off switch. Pedal Switch. On the back of the key switch there are several wires. you should see two yellow wires. Put a jumper across these two wires and try again to start it. If that solves your problem one of your safety switches is bad. But I would start with the seat switch. Unplug it and install a jumper across the wires going to the frame. Then try to start it. 9-10 times its that switch that goes bad.

Fuses keep blowing in mower, put aluminum foil around the fuse now it wont start back, what happend?

You had a short..you ether melted the wire or burned up the starter or switch...need to try putting direct voltage to the starter and to ground and see if it turns.if not bad".try putting a screw driver or jumper across the selonoid poles if it clicks and turns the starter the wire to the starter is ok if not sure is burnt or melted .Check for burnt switch and or wires..never do the aluminum truck..will do damage or cause a fire..good luck

Replacing the Drive Belt on a Poulan Riding Mower

Without an impact, it's will be more difficult. The only way to get back-up on the bolt is to remove the screen over the flywheel on top and put a socket on the flywheel nut
