While in cooling mode, with refrigerant compressor running, yes. An inspection of the controls with special attention to the compressor magnetic contactor, this contactor may be extra noisy and can be replaced in attempt to quiet the air conditioner down.

When RV is plugged-in a loud humming accures nothing to do with air conditioner. Normal?

A solenoid (magnetic contactor), a motor, or wires can produce chattering sound. I think most likely you hear a solenoid that transfers the RV load from one source to another. A manual transfer switch would be quiet.
Electric alternating current solenoids have laminations that can loosen from each other thru vibration and aging, becoming noisy, and are noramly buzzing when energyzed even when new.

While operating normally RV AC fan motor stopped blowing air. It stll hums when I tried restarting it but the motor is not turning

Good chance Fan Capacitor is shot. Not very often motor itself goes. Might want to get a qualified tech to check it, as capacitors can give a real good, even fatal shock due to high voltage, and should be handled by experienced electrician, or AC service tech. $20-$30 part, and 1/2 hr. labor should be in the right price area.

I have my dometic Rooftop ac unit. The heatstrip/fan run perfectly but when I turn on the ac...the fan runs good but when the compressor kicks on it just hums.

The compressor coming on does make a slight "humming" sound which is normal. Is the unit cooling properly? Do you think it is louder than before?
