The Google Play Store app is most likely already on your Android device, unless you have a very old device that has not been updated. (It was originally called Android Market).You will need to set up a Google account to use it.

Google play can be operated by searching Google directly. The site works independently from your services, and you can still search for APPs you might want. Check your Google account for any changes to get the icon back.

Even when you manage to put the Google play store app on your iPad, you won't be able to run any of the apps they sell there. You need an android tablet to run these apps.
