If you just changed your passcode to your phone then your iTunes account should be the same login since the two aren't connected. They might just want to verify that it is you that changed the passcode before purchasing anything. If you changed the iTunes account password then it is just a safety pro caution again, making sure it is the respective owner that is changing the password.

SOURCE: iPhone 3G Error 0xE8000001

Where did you purchase your phone? however, you first need to update itunes to 8.0.2, that might solve your problem. Unless you have an unlocked phone then restoring your phone is useless because when you restore an iphone with itunes in the US without an att sim card it will actually lock the phone, but I do not think that is your issue. the two things you are seeing the connect to itunes and the emergency call system means that your phone is not properly activated. which is done by connecting it to itunes.

SOURCE: iphone 8G forgotten password to unlock phone

The only way to bypass it is to put it into recovery mode. You can do this by turning it off and then holding the home button down then plugging it into the computer with itunes. The one you sync with. The phone will be in recovery mode, start iTunes and then you will be prompted to restore your phone. If you need further assistance, please ask.

Although a passcode limits your iPhone to authorized use only, protecting your vital personal information, if you forget it, you can't use your phone until you enter the correct code or revert your phone to the default factory status.
Apple provides ways to resolve a forgotten passcode problem and improve the iPhone's security.

Wrong Passcode

When you enable iPhone passcode security, the phone requires you to enter the code to display the home screen.
By default, when this protection feature is enabled, you'll be prompted to enter the passcode to turn on or restart the iPhone, wake it or unlock the screen.
When you enter the wrong passcode, the "Wrong Passcode try again" message appears onscreen.
If you enter the incorrect code too many times, the iPhone will lock automatically and display the "iPhone is disabled, try again in 1 minute" message.
This disabling security feature is designed to protect it from unauthorized tampering.
If you keep entering the incorrect code, the iPhone will be disabled for a longer time.

Restoring iPhone
If you don't remember your passcode, unfortunately, there is no way to retrieve it.
Apple says that the only way to solve passcode problems is to restore the iPhone with iTunes.
Before restoring the phone, downloading and installing the latest version of iTunes will improve connection and decrease the chances of errors.
Unfortunately, restoring the iPhone erases saved content and clears custom settings, so create a backup copy of your files with iTunes before proceeding.
From there, you can restore your iPhone by clicking the "Restore" button on the device's "Summary" tab in iTunes.
When the process completes, you can change the passcode settings.

Changing Passcode Settings
iPhone allows you to not only create a new passcode, but specify the amount of time it should take before the screen locks after inactivity.
You can also specify whether you want to use a simple four-digit passcode or a longer one that can include letters and numbers.
Tapping the "Settings" icon on the home screen will bring up the phone's settings.
From there, tapping "General" and then tapping "Passcode Lock" will bring up the "Passcode Lock" customization screen.
Select the settings you want to use to protect your iPhone. The changes will take effect immediately or when the iPhone turns off.

Tips

After restoring your iPhone, create a passcode you'll remember easily.
While creating a longer passcode can increase the security on your phone, you can forget it easily if you don't write it down and store it in a safe place.
gmail password reset
Open the Web browser on your phone and navigate to gmail.com.
Tap "Can't access your account" located under the "Sign in" button.
Select "I forgot my password" and then click "Reset your password here."
Type your email into the "Email" text box and then type the random captcha into the captcha text box.
An email with your new Gmail password will be sent to your alternate Gmail address.
Follow the directions in the email to reset your password.
Type the new Gmail password into the loin screen on your Droid to unlock the account.

Hi, you'll need to restore your iphone as a new iphone it will wipe all the data from your phone but its necessary as if you try to restore your phone and use previous back ups it will bring the voicemail password back...Hope this helps..

Use the following steps to restore your iPhone.

***** IF YOU CANT SEE YOU IPHONE IN ITUNES OR IT IS STUCK AT THE APPLE LOGO - POWER DOWN YOUR PHONE - HOLD DOWN THE HOME BUTTON FOR AROUND 6SECS WHILST CONNECTING TO ITUNES - RELEASE BUTTON - ITUNES WILL THEN APPEAR WITH MESSAGE SAYING IT HAS DETECTED IPHONE IN RECOVERY MODE & CONTINUE TO RESTORE YOUR PHONE - FOLLOW FROM STEP 6! ) *****
  1. Make sure you have the latest version of iTunes installed and running before attempting to update.
  2. Connect your device to your computer.
  3. Select your iPhone when it appears in iTunes under Devices.
  4. Select the Summary tab.
  5. Select the Restore option.
  6. When prompted to back up your settings before restoring, select the Back Up option (as seen in the image below). If you have just backed up the device, it is not necessary to create another.

  7. Select the Restore option when iTunes prompts you (as long as you've backed up your device, you should not have to worry about restoring your phone).
    ht1414_04--restore_dialog-002-en.jpg
  8. Once the restore process has completed, the device restarts and displays the Apple logo while starting up:

iPhone only: For the iPhone only, after a restore, the iPhone displays the "Connect to iTunes" screen. Keep your device connected until the "Connect to iTunes" screen goes away or you see "iPhone is activated." If iTunes does not have an Internet connection, you cannot complete this step.

  9. The final step is to restore your device from a previous backup. Once your device is restored and-in the case of the iPhone-in the process of activating, you should be able to see the following in iTunes:

I have a few. how do i download music? i have iTunes, but i dont know how to use that with my iPhone. on the iPhone it says i need to hook up my Wi-Fi net work, but i dont know how to choose one. when...

Greetings. Do you have an account set up on iTunes? One quick way to tell if your not sure is to open iTunes, look to the left hand side of the program and click on iTunes store. Once the store has loaded look at the upper right corner and if there is a button that says sign in you do not have an account set up. If you do have iTunes account information you can log in using that button. The app store needs you to login the same way.

Once you have music or apps in the iTunes simply hook up your iPhone to your computer. It should sync automatically.

You do not have to hook up your iTunes to a wifi network it is optional. if there is no wifi network it will just use edge or 3g if you have the new iPhone.

It is not possible to send a multi media message with the iPhone. It is not included. You can however send pictures via email.
Let me know if this helped or if you want more info.
Take Care,
-WN
