I have a indigi v13 smart phone & it is charged but when it come up it will only get to welcome screen it was unlocked when I got it

It is a standard Android tablet so...

Power down.
Press and hold Power button and Volume Up button.
When you see the Recovery Console, choose Hard Reset.

hi u have a problem try holding down power button for 15 to 20 seconds it might reboot .......u can buy them new on E/BAY from Singapore for $49.99 .....free postage...cheers

Are you sure that it has such opening?

My suggestion is to do a factory reset it should solve your major issue.

If you have a detachable battery then remove it for 2 minuttes then reconnect. If that doesn't help you will need 'unfreeze' code. With that problem (if you're not technically literated) I'd recommend to visit a "cell unlock" repair shop.

The Laptop charger or the charging point itself is bad or damaged. You'll need to try different charger to take your laptop to any nearest computer repair shop to have charging point repaired or replaced.

Android 4.0 manked up the apn controls, unfortunately there isnt a simple 'covers everything' solution. Search the market for 'APN settings' and hope fr the best. Each carrier and phone has a totally different compatibilty list.
