Do you mean that the PIN of the SIM card is locked?
The PIN is needed to access the SIM card.
If you remove the SIM card the tablet will not ask for a PIN.
You do not need to change anything in the tablet.
(If you would insert your SIM card in a phone, the same would happen when you launch the phone.)
I hope this helps.
Testimonial: "The tablet does not have a sim card. Just a basic tablet with a number password instead of a pattern. many thanks"

SOURCE: how can I add Bluetooth to an eXpro X1 9" 16gb android 4.2 dual core tablet tablet
Unfortunately, that's impossible. A dongle wouldn't work.
You have a $65 dollar tablet. Reviews are not very favorable.
The reason the cost is low is that the components used to make it are not top of the line but probably right on the margin of working and not working. There is also usually a lack of quality control in the manufacturering process.
Here's a link to the firmware. You can try to make it better by either upgrading the firmware or just re-installing the old version.
