My 2006 Monte Carlo

When driving my car to work this morning, I noticed my thermometer needle was not moving. The messgae center on my dash board then read "ENGINE HOT A/C OFF". My engine didnt seem to be over heated when I checked it, but my fans were running constantly. What can cause this to happen?
