Most inkjet printers have cartridges with chips. They don't mesure the ink level. The printer is using the chip as a memory to keep track of the amount of ink left in the cartridge. So when it orders the cartridge to print, it will subtract the amount of ink from the memory. So in most cases the chip will tell your printer it is empty, while still some ink can be left in there.
Cartridges in a laser printer also have chips with the same functionality.
