That might be a problem with the application you are using. We always recommend to use Hangouts as default messaging application.

Check that your Band Setting is correct.Press the centre key then >Settings>Network>Band Selection>900/1800 or 850/1900.Your band setting is dependent on your region.Set it accordingly.I hope this fixes your problem.

SOURCE: My Motorola will not send
I can tell you what the problem is, but where to find it in the Motorola menu is the tricky bit! What has happened is a setting has changed, most likely the 'message centre number'. Its a very common problem. I think you have to go into write message and before you start typing message hit the menu/options key. This should bring up sub menu? In the message settings look for the option for 'message centre'. Open this and you will see a phone number? Usually it starts as international prefix. (i.e. in UK it would start '+4407). Now depending on what network your on and if your pay as you go / contract billing, this number will vary. I would say visit your networks website or call them for this number, they may know where in menu to change?
If this still does not fix your problem there is one other thing thats uncommon but can happen and thats how the message is sent by the phone. In the text message settings there should be an option ' send as' (varies phone to phone but something similar) It should be set to 'text'. If this is set to anything else like 'fax' or email' then that would be your problem! Thje first explanation is more likely though. Hope that helps?

for sending text messages :
1.go to your message settings and check the message center number to see if it is correct
2. call to your network operator customer care
3. request the message center number...
4.note it down
5. go to message settings>message center number
6. insert the number which is noted by you and save it
this solves your messaging problem ...
