Question about Garden
Not knowing the model of the tractor makes this a little tough so here is a more generic response. Are you absolutely sure you have the right belt? I've occasionally gotten a slightly different belt (like when trying out kevlar or when matching up by length and not getting the width quite right). I would roll the machine up on blocks, have someone help you in the driver's seat and crawl under to see what it's doing (engine off is a good idea). Grab the belt and feel for slack all the way through the clutch travel and see if you can tell why a slightly depressed clutch might give more tension. Also (and this did happen to me once with a looser belt) look to see if the idler on the clutch arm is moving too far and binding the back of the belt into something else there.
