The controller board SCR: Has 2 LED( Light Emitting Diodes):

Up=Lit Up when the Incline Motor is Up.
DN= Lit dwon when the Incline Motor is Down.
Now if the motor Not goes in any Movement, you must test the relais for control of Incline Motor. Check is there are close and open. If do it. Clean the contact with Special Spray( Cleaner Contact) buy in Radio Schack or whatever Shop that sell Computers and devices electronics. Conclusion the motor maybe is faulty after you did check everything MENTIONED BEFORE. sincerely.

When I play a CD I get a buzzing sound. The sound starts as soon as I hit the play button (and before the CD is actually moving.) It gets louder once the CD starts playing. The sound is coming through...

Buzzing is usally AC line noise leaking into an un-shielded cable somewhere or a floating ground. If the AC plug is reversible, try that. Sometimes the buzz is from an attached device. Make sure all audio cables are plugged in tightly at each end and routed away from or at right angles to any power cords and away from other sources of strong magnetic fields like TV's. I've also seen variable track lights induce noise but it's usually minor.

Mitsubishi WD-65733 no picture, electrical buzzes in series

What it sound's like is that the lamp ballast is the problem. Buzzing sounds like when the power is first brought to the ballast it has to ramp up the voltage to get the lamp to light, then the voltage drops back down when the lamp is lit. Sounds like the lamp ballast isn't ramping up the voltage the way it should. May have to replace it. A good service shop would be able to do this for you.

Buzzing sound coming from colorwheel and not spinning as if something was holding it in place. after some reserch I ordered a new color wheel but the same problem so I tried 2 more thinking defictive but...

Sounds more like a lamp ballest. Listen for the sequence of events and please repost.
Upon powerup the fans come on, and the color wheel spins up. Once up to speed the lamp ballest is commanded to arc the bulb,(clicking sound) once lit the power supply just sustains the glow in the lamp.

Doesnt switch on

You said buzzing sound is this more like a beep? Beeping sound are indicative of any number of diagnosable issues, depending on the actual number of beeps and the type of motherboard.
