The paper sensors are sensing things they should not, or one or more sensors are defect. Or the logic board is not getting correct signals, or the logic board is defect, Just to mention a few possibilities for this message.
Not knowing what printer you have, be aware, most printers are cheaper then the ink they are coming with, so most of the time it is better to buy a new one than to repair.
But first check is nothing fell into the printer. Like a paperclip or a little shred of paper on a place it should not be.
After what I already found in "defective" printers, I will not be wondered for whatever you find. Lots of "defective" printers were cured, after I remover the obstruction.
