You are going to need a computer with the latest version of iTunes on it and unfortunately this will fully erase all data on the device Its called Forced Recovery. So with the device plugged into your PC, iTunes open, if it shows up in iTunes eject it, or cancel the prompt to restore a device in recovery mode.
Hold down the Power button for 3 seconds
Without releasing the power button, also hold the Home button for 10 seconds
Without releasing the home button, release the power button and keep holding the Home button for About 20 seconds.
iTunes will detect an iPod/iPhone in recovery mode, let off button and set down device and hit RESTORE in iTunes.
1. Reset or restore your iPod for a try, this can fix many general iPod problems.
2. You may try this iTunes alternative, I always use it to upload music and video to my iPod once my iTunes can't recognize my iPod, my friends recommend it to me, it's safe and works pretty well, you can also use it to copy music and video from ipod to computer for backup, it's useful when you lost your iTunes library.
3. Update your iTunes to the latest version. Plug in your iPod. If iTunes can't recognize it, then in iTunes in the top left corner click help> run diagnostics. Connect the iPod/iPhone to your computer and run iTunes. iTunes should recognize the iPod is in recovery mode. Follow the steps iTunes gives you to restore your iPod back to working condition.
Back up your iPod Touch's data to your computer before the restore to prevent losing data. You'll need to reinstall it after the restore process.
Connect to the internet and install the latest version of iTunes from the Apple website.
Make sure your iPod Touch is connected to your computer.
Pick "iPod Touch" in the Source pane of the iTunes program.
Click on the Summary tab.

Complete an Advanced Restore
If
following the steps in the previous section did not work, follow these
steps to perform an advanced restore. Turn off the power on the iPod
Touch.
Plug the iPod Touch into your computer.
Power on the iPod Touch.
Press the "Home" and "Sleep/Wake" buttons together for 5 seconds until the Apple logo appears.
Release
the "Sleep/Wake" button but continue holding down the "Home" button.
The iPod Touch should reboot, and iTunes will notice the iPod Touch in
recovery mode.
Return to the above section and follow those steps to restore your iPod Touch.

If you just purchased it, you will need to install iTunes on your computer and connect the new Touch to the PC after iTunes installs. When you use your Touch for the first time, it needs to synch/register via iTunes first. Also, to unlock it, just slide the slider on the bottom of the screen after synching with iTunes.
