According to the manual, you should not need to adjust the bobbin tension (and I located other sites which stated the bobbin tension cannot be adjusted on this machine). Apparently, all the tension adjustment is accomplished through the upper thread::
"EN Thread Tension Upper thread tension Basic thread tension setting: "4". (1) To increase the tension, turn the dial to the next number up. To reduce the tension, turn the dial to the next number down. A. Normal thread tension for straight stitch sewing. B. Thread tension too loose for straight stitch sewing. Turn dial to higher number. C. Thread tension too tight for straight stitch sewing. Turn dial to lower number. D. Normal thread tension for zig zag and decorative sewing. Correct thread tension is when a small amount of the upper thread appears on the bottom side of fabric. Lower thread tension The bobbin tension has been set correctly at the factory, so you do not need to adjust it. Please note: - Proper tension setting is important for strong seams. - There is no single tension setting appropriate for all stitch functions, thread or fabric. - A balanced tension (identical stitches both top and bottom) is usually only desirable for straight stitch construction sewing. - 90% of all sewing will be between "3" and "5". - For zig zag and decorative sewing stitch functions, thread tension should generally be less than for straight stitch sewing. - For all decorative sewing you will always obtain a nicer stitch and less fabric puckering when the upper thread appears on the bottom side of your fabric. 1 A B C 22 D"

Doing further research, I found this statement on a machine review site:
"After reading reviews online from where I've bought my drop-in bobbin machines, I think many of the negative reviews are due to the bobbin thread coming up without laying across the bobbin. It can cause the stitches to look very sloppy and no amount of tension adjusting can fix the stitches."

There are several machine review sites wherein 4423 owners stated their disappointment in the 4423's performance. Some said the machine failed almost immediately and others said the machines developed problems when sewing heavy fabric.

HI, Had this problem myself until I adjusted the bobbin tension. There is a yellow bit of paint on the bobbin case. There is a you tube video and its pretty easy to do. I looked at the guide first and according to the guide I shouldnt have had to adjust this. No matter how I adjusted the upper tension the thread was looping at the top of my project. So i adjusted the tension. The only time it seemed I was having any luck was when the thread tension to 0 and then the lower thread was loose and wonky. I was about to send the machine back. However, I I slightly adjusted the bobbin, which was fiddly to say the least and I had to test and then redo but its working now

My bobbin thread is showing through on front please help

Loosen your top tension. If it is too tight, it will pull the bobbin thread to the top of the fabric. If it continues, then it may have to do with the thread weight you are using in the bobbin or the bobbin tension needs to tightened slightly. HOWEVER, adjusting the bobbin tension is usually a last attempt. It is a sensitive adjustment.

I frequently use a lighter weight thread for quilting and need to adjust the bobbin tension. So, I have a separate bobbin case that is adjusted for that purpose only. Having to adjust the bobbin tension every time one changes the thread weight is a real pain. For most general sewing, the factory set bobbin tension should be sufficient.

How to change the tension on a sewing machine?
Adjust your top tension if it's too tight. To decrease your top tension if it is too tight, turn your knob so the numbers are decreasing. Try ½ to 1 number lower, then test the stitches on a piece of scrap fabric. Continue until it looks even on both sides and you can no longer see the bottom thread on the top.

How do I adjust tension on the bobbin?

First of all, be absolutely certain that the problems being experienced are not a result of the upper thread tension, ie threading when the presser foot is not in the up position, thread pathway is correct, a brand-new needle compatible with the thread and fabric, etc.

Before making any adjustments to the bobbin tension, be sure to mark the bobbin case where the skrew slot sets with permanent marker or a small drop of nail polish. This will allow you to reset it to original should your adjustments not be successful. And, make only minor movements of the tension adjustment, ie 1/8th of a turn, then re-test, before making another adjustment. Tiny incremental changes will make a huge difference in the outcome.

Generally, tension adjustments are made using the upper thread tension. Most likely the upper tension is set too tight and is pulling the bobbin thread up. Loosen the upper tension and try again. Tension is accurate when the upper thread and bobbin thread meet in the middle of the fabric. Whenever fabric, thread & needle are changed, there may be a need to adjust the upper tension.

HINT: When threading the upper thread, make sure the presser foot is RAISED during threading to make sure the upper tension disks are open and the thread seats properly.

Bobbin tension is only adjusted when the tensions are way out of whack. Only slight turns of the bobbin case tension screw are made in graduated movements and testing occurs after each adjustment.

How do I set bobbin tension?

Generally bobbin tension is the last thing to try to adjust on your machine. Most sewists adjust the bobbin tension ONLY if they are using very lightweight or very heavyweight thread in the bobbin. Most sewists will advise to make all possible adjustments to the top tension before tackling the bobbin tension to resolve issues.

How do I adjust the tension on the bobbin. My stitches are too loose.

Your objective is to have the top and bobbin tension equal. Once you have set the bobbin tension you will adjust the top tension until the knot is in the center of the fabric. A good starting point for the top tension is four.
I've attached a guide to help you set your tension.

I have a EURO -PRO model 9110. The bobbin tension is not correct.The top thread can be easily pulled out after sewing.How do I adjust the bobbin tension?

have you tried adjusting the top tension first?
if you have a drop in bobbin then it has to be adjusted at a sewing shop
the bobbin case you take out of the machine you can, using a small screw driver,,here's how
lower bobbin tension--
to test the bobbin tension,
remove the bobbin case & bobbin,,
hold it by suspending it by the thread,,
**** it once or twice,,
if the tension is correct, the thread will unwind by about an inch or two
if the tension is too tight, it does not unwind at all
if the tension is too loose, it will drop too much
to adjust turn small screw on the side of the bobbin
to the left is tighten
to the right is loosen
