OK. If cleaning the oil cooler and knowing the oil level is ok I recommend replacing the thermostat element. If you have a manual on your unit the part number will be in it. Recommend getting the kit which comes with spring, thermostat and o ring.
Heating elements should not be in direct contact or near a combustable materiel. Heating element should be in free space and away from touching the pot base. If you have oil touching your heating element you wil have sponsteous combustion and create a fire. In your case have someone qualified to disassemble your unit and clean the chamber where your heating element is located, have the pot verifed for possible leaks. Note: someone may have spilled oil over the edge of the pot which ingressed to the bottom of the fryer where your heating element is located. Good house keeping with your appliances is essentiel for your safety. Good luck and be aware of fire.

2008 Scion xD oil filter is a cartridge (element only) type. It is located under a heavy, black plastic cap right next to the oil drain plug. To remove the cap, you will need a Toyota "Special Service Tool" or an Assenmacher Specialty Tools "TOY640" or similar cap wrench. Toyota is the only source for the oil filter element; make sure you get a new o-ring (should be in the box with the filter element) and a new drain plug gasket.
if just your broil element does not work and the bake element does work after using a self clean cycle then your broil element must have went out , self clean is a torture proccess for any self clean oven and it runs both elements at 500 deg. F, it may be still under warranty , if not then replace the broil element for the fix.

Yes you can get it wet, but make sure it is dry before you turn it on. If the element is detachable, that is good. If not, you may not be able to put it under water because water could get into the electrical components. There should be a caution tag on it that tells you if you can put it in water. One thing you can consider is drain the oil and put in water with a cleaning agent and then turn it on and let it come to a boil, then shut off and do this several times. This will remove a lot of the build up on it.
On my unit with the same problem it is the element contact located under the oil pan. The contacts obviously began arcing due to corosion or poor contct causing deteriotion of the contact points. I am trying to find the necessary replacement part. It isnt hard to replace but finding the part may be.
