Testimonial: "Have checked all that. The seat switch is working fine. It also tries to cut out when the deck is lowered."

17.5 briggs motor back fired 1 time and now when i engage blades the motor boggs down

The engine is timed internally and externally. Sometimes when it backfires the external timing key where the flywheel and crankshaft join will be damaged enought to put the engine out of time. The engine may run but when put under a load such as cutting grass it will fail. This is about a 30 minute repair and about $2.00 in parts.

Cub Cadet mower ran and then when I engaged the blades, the motor cut out and will not start.

There might be some gunk in your carburetor. I would try and clean that out and see if that's works for you. Hope this helps!

My Craftsman riding mower runs fine but when I try to cut thick or tall grass the blades slow down and stop cuting, I replaced the belt thinking the belt was worn only to find I still have the same...

well yep it is,,,look at the deck first to check its not tight to turn look for sezed up bearings,,,then check that the drive belt/s are tight and not flopy and slipping also it would be a good time to check the cutting blades they need to be sharp and not blunt or they strain the belts and start them slipping too also the engine wont like the extra load put on it

Yard Machines RL 638, '07 model, will not start

Sounds like the blades may be engaged. The cable may not have disengaged completely the last time. When the engine is trying to turn over, the belt is engaged trying to turn the blades which could be why the deck is jerking. It will not start if the blades are engaged because of the safety switches.
