Sounds like your governor linkage and or governor control fan arm " most small engines have them to control over speed" is binding or maybe has dirt and grass built up.. Or the return spring is disconnected. Once it starts to race manually move the governor linkage back an let go see it it stops racing.. Then release if it races again..check the spring if connected...you must check the governor fan it is located under the top housing..it uses the engine fan calling air to slow the engine when over speed occurs by pushing the governor linkage back to slower speed.. Check it out...good luck..

Mowing at mid throttle, suddenly the engine started over revving. Acts like governor isn't working. Every time I try to restart it instantly starts to over rev.

According to Amie Taylor on http://homeguides.sfgate.com/lawnmower-revs-up-down-100220.html "Airflow Issues A lawnmower that hunts and surges may be experiencing something as simple as an airflow issue. If the air that the engine requires to run is blocked, especially sporadically, it can cause the engine to slow down. When the blockage moves or clears, the engine may suddenly rev up in response. To fix this type of problem, check the air filter to ensure that it's not clogged with dirt and debris. Check the vented gas cap as well. Both issues can cause reduced or sporadic air flow, and clearing them will fix the problem.
Spark Plug Problems Another problem that can cause revving and dying of a lawnmower engine is a faulty or poorly adjusted spark plug. Check the spark plug to see if the wire is connected to it firmly and not wobbling about. If it is connected correctly, remove the spark plug to see if it's covered with corrosion. If so, a simple scrubbing with a wire brush can restore it to working order. If necessary, replace the spark plug with a new one. Check the spark plug gap with a spark plug gauge to ensure that it's adjusted to the proper setting recommended in your owner's manual.
Carburetor Adjustment A carburetor that's incorrectly adjusted is a common cause of poor engine idling that results in hunting and surging. Fortunately, most lawnmowers have two screws that allow you to adjust the carburetor yourself. One screw controls the idle speed while the other adjusts the idle mixture. Check the manual if you're unsure of the location of the idle adjustment screws. Start the mower and allow it to run for 5 minutes. Then slowly adjust the screws tighter or looser in turn until the mower runs and idles smoothly.
Fuel Problems A particularly simple fix that can be at the bottom of many lawnmower idling problems is old or contaminated fuel. If the fuel has been left in the mower while it was stored over the winter or while the mower has remained unused, drain it and replace it with fresh fuel. If you have gas-powered blowers and trimmers that use a mixture of 2-cycle oil and gasoline, check to see that you've not placed that mixture in the lawnmower inadvertently."

How correct toro l/mower engine racing

Check the idling setting screw is not holding open the throttle butterfly common fault to fix if the engine races esp when no load is applied the idle throttlexpostion is to high thus the engine runs faster at idle turn the screw located on either the butterflyistelf so less screw threes is against the carb body this should start lowering the idle speed of the engine it should be around the 900 RPM approx for idling and top rev of 3500 at full throttle a rev counter is displaying a extra high rev count the it's the oil governed at fault or malfunctioning or sticking this will cause and engine to race badly to the point of engine destruction eventually
You may need to adjust the movement of the governing leavers etcetera best done by qualified servicing personnel a lawnmower mechanic etc

My car die at stop lights. Can the cause be due to a cracked PCV tube.

if you mean the pipe at the froint of the engine under the inlet manifold then no, because when this one splits and sucks in air it races ,that is if its a europeon focus and not an american californian model

If that was the case then yes the cat has collapsed and needs replacing

More than likely if its a fuel injected (multi port on the manifold) than it is the IDle speed sensor on the right side of the throtle body.
