Hard to say without the engine seril number but its going to be approx 0.06" on both

The collapsed valve tappet gap, when the cylinder head is on base circle, should be as follows:

    • Minimum: 0mm (0.000 inch)
    • Nominal: 2.2mm (0.087 inch)
    • Maximum: 4.5mm (0.177 inch)

    First of all, you'll want to perform what's called a 'LEAK-DOWN' test. The assumption you make (regarding Intake versus exhaust) is irrevelant. Interferrence is BOTH intake and exhaust valve clearances. A leak down or "cylinder leakage" test is similar to a compression test in that it tells you how well your engine's cylinders are sealing. But instead of measuring pressure, it measures pressure loss.
    A leak down test requires the removal of all the spark plugs. The crankshaft is then turned so that each piston is at top dead center (both valves closed) when each cylinder is tested. Some people start with cylinder number one and follow the engine's firing order.
    A threaded coupling attached to a leakage gauge is screwed into a spark plug hole. Compressed air (80 to 90 psi) is then fed into the cylinder. You don't have to use that much pressure... you can use 30 psi... percentages are the same.
    An engine in great condition should generally show only 5 to 10% leakage. An engine that's still in pretty good condition may show up to 20% leakage. But more than 30% leakage indicates trouble.
    The neat thing about a leakage test (as opposed to a compression test) is that it's faster and easier to figure out where the pressure is going. If you hear air coming out of the tailpipe, it indicates a leaky exhaust valve. Air coming out of the throttle body or carburetor would point to a leaky intake valve. Air coming out of the breather vent or PCV valve fitting would tell you the rings and/or cylinders are worn.
    A leakage test can also be used in conjunction with a compression test to diagnose other kinds of problems.
    A cylinder that has poor compression, but minimal leakage, usually has a valvetrain problem such as a worn cam lobe, broken valve spring, collapsed lifter, bent push rod, etc.
    If all the cylinders have low compression, but show minimal leakage, the most likely cause is incorrect valve timing. The timing belt or chain may be off a notch or two.
    If compression is good and leakage is minimal, but a cylinder is misfiring or shows up weak in a power balance test, it usually indicates a fuel delivery (bad injector) or ignition problem (fouled spark plug or bad plug wire). These are not ABSOLUTE conclusions -- each assumption must be VERIFIED before concluding anything. You mentioned "the lifters seem to be collapsed."... Did you VERIFY this? Since you KNOW the engine is OUT - OF - TIME because you KNOW the timing belt has SLIPPED, then you know you must PUT IT BACK IN TIME... right?...before you can continue diagnosis.... right? Otherwise, what are you MEASURING?

    There is a specific procedure for setting valve clearance . I highly recommend getting a repair manual for the correct specs & procedure. The engine must be at TDC with the #1 cylinder on the compression stroke , that will allow you to adjust ONLY certain valves , then you have to turn the engine one turn to TDC again only now #1 will be on the exhaust stroke & the rest of the valves can be adjusted . it's important that you know the difference between the two !

    How to adjust valves on Toyota 1991 23re engine

    Very carefully my friend. Kidding. Ok, remove the valve cover and anything in your way of removing it. By hand, with a socket and ratchet, on the crankshaft bolt head, turn the engine over to get #1 piston to top dead center on compression stroke. You'll need to find out what the valve lash should be in order to adjust properly, I run the 22R engines and only have specs for that, and have a feeler gage to place between the valve head and rocker arm. Check the gap on the intake valve for it is in position to adjust now because the cam lobe is at the farthest away from the valve. If it needs adjusted closer, turn the nut loose and screw the center in to tighten and out to give more gap, then tighten the jam nut after adjusted. Now turn the crank to bring #3 to top dead center and adjust that intake. Once done go back to #1 exhaust and adjust it. You'll know when the #3 is TDC when the rocker is loose on intake valve along with #1 exhaust. Now bring #4 piston up to TDC and adjust intake valve. Like I said, you'll know when it's @TDC when that rocker is loose, but with the spark plugs out you can stick a screwdriver in the plug hole to be sure it's up. Firing order on 4 cylinders is 1-3-4-2 so do your adjustment in that order for each intake valve and go back to the last one adjusted and do the exhaust valve.

    How to adjust valve lash on a 1990 Geo Storm

    its an Isuzu engine.
    there are 3 engines.
    4XE1, SOHC 1.6L (base)12valves
    4XE1, DOHC , 1.6L same as above but now with 16valves.
    4XE1, DOHC, 1.8L bends valves if belt snaps...
    note the bad idea of ISUZU calling all 3 engine same name.
    a horrid idea.
    which one? the second was in USA and Canada only.
    the second one was offered as the GSI. is yours that?

    so I will attempt to guess for you, its the base engine.

    guess 3: did a new belt and want to do lash next. Cam belt>

    Just lash.
    SOHC 1.6L only (FSM book quote)
    Check the valve lash between the rocker arm and valve stem on both the intake and exhaust valves on the number 1 cylinder, the intake valve(s) on the number 2 cylinder and the exhaust valve on the number 3 cylinder. If the valve lash on the intake valves is not 0.006 in. (0.15mm), adjust the valve lash. If the valve lash on the exhaust valve is not 0.010 in. (0.25mm), adjust the valve lash.

    1.6L twin cam has shims.
    1.8L has HLA , no lash to set.

    HLA= Hydraulic Lash adjusters.

    both answers above are wrong. the 1984 2.8 ford cologne engine had solid lifters and requires valve lash settings of ,014 intake and .016 exhaust.

    Cold Intake Valve Lash: 0.019"
    Cold Exhaust Valve Lash: 0.019"

    Setting valve lash while HOT is the preferred method.

    Crank the engine until the mark on the damper aligns with the TDC mark on the timing tab and the engine is in #1 firing position.

    To adjust a valve back off the adjusting nut until lash is felt at the pushrod. Tighten the nut until all lash is removed. This can be determined by rotating the pushrods with your fngers. When all lash is removed the pushrod will stop rotating. When all play is removed rotate the nut one full turn.

    With the engine in #1 firing position the following valves can be adjusted:
    Exhaust 1,3,4,8
    Intake 1,2,5,7

    Crank engine one full revolution - The following valves can now be adjusted:
    Exhaust 2,5,6,7
    Intake 3,4,6,8
