In most cases that means that the machine does not believe that it is empty. This is because something is stuck in the filter or the pump. This is especially true on front load machines. IF it is a front loader you can remove the panel under the door and look for the drain plug, When you take it out there is going to be a flood. Be sure that you have something to catch the water. The other type of machine that is a top loader uses a filter and pump too but you have to tip the machine back to get to it.
