The service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).

Registering Handsets to the Base
Whichever handset you choose to charge in the base is automatically
registered to the base. Any additional handsets must also be registered to
the base before you can use them.
Be sure both handsets are fully charged.
One at a time, place each handset in the base. The charge/in use LED on
the base begins to flash, indicating the base is registering the handset.
Wait for at least five seconds, then pick up the handset and press
[talk/flash]. If the display shows TALK, the handset is registered. If not,
place the handset in the base to try again.
Press [end] and continue with the next handset.
Once both handsets are registered, it doesn’t matter which
handset is placed in the base or the charger.
When you charge the handsets, Caller
ID summary screen and the name of
the handset appears.
This can be find from uniden website.

SOURCE: No dial tone
It seems you can receive the calls and dial the numbers, by clicking hand free key you will hear the tone. Regarding answering machine I wonder you activate it or not for activating the machine just click the On/Off key on the base or from the main menu on the hand set choose Voice Mail section then activate Answering Machine, in this section you have other options such as Ring Delay (for choosing the delay before Ans.Mach. pick up the phone), Announcements (playing and recording announcements) and Massage Length. I had the same problem and my hubby managed to reset the phone by simply unplugging it from the electical network. Just wait for few minutes (the date goes back to 1 Jan 2005), then plug it again and try to dial a number. It should work.
