Fridge FAN CONTINUALLY STAYS ON OR SHUTS OFF WHEN DOOR IS OPENED:
NORMALLY WHEN THIS HAPPENS U EITHER HAVE A DOOR CONTINUALLY OPEN ISSUE OR A BAD DOOR SEAL LETTING AIR IN AND CAUSING FAN TO OVERWORK ITSELF. ANOTHER CAUSE CAN BE DIRTY COILS AND CONDENSER AND LASTLY NOT TO COMMON IS A SHORT IN THE FAN SYSTEM ITSELF. A MORE PROBABLE CAUSE COULD BE BAD THERMISTORS OR EVEN COLD CONTROL THERMOSTAT ( WHEN THE THERMISTORS OR THERMOSTAT DO NOT GET/GIVE A PROPER READING, THEY CAN CAUSE THE FAN TO CONTINUE TO OPERATE AS THEY FAIL TO RECOGNIZE OR REGULATE THE PROPER TEMPERATURE.

take the cover off the fan in the freezer section and see if the fan blade is loose or hitting ice the blade just pushes on make sure the mountings are tight its probably the blade but you might need to replace the motor if i reamber correctly on the cover there is a screw at the bottom you remove then slide the cover up and its on hooks plastic hooks built on the cover ok

That sound is usually your icemaker calling for water. you can turn off your icemaker by lifting the little arm on the icemaker. As the icemaker calls for water the valve will be activated and will hum. This sound is usually not very loud. If your valve is making that much noise you may consider replacing the valve. The part number for you water inlet valve is #2315533 The retail price is $60.18 . I do have these on hand and available to ship out today if you need one. Please just let me know. it sounds like the compressor, or something near it. it is generally the only moving part in a refrigerator other than the door, so would be my first guess. If it is constantly running, but staying cool in the freezer there may be a small leak somewhere or the compressor is losing power, and pumping slower.

Sounds like your compressor is not starting due to a faulty "starter PTC" a.k.a. start relay. Or a faulty compressor. The buzzing noise you hear is the compressor trying to start. When it's windings overheat, an internal cut-off switch "clicks" off until it cool down.
Then the cycle repeats.
