While it starts to boot up, press the ESC key, or appropriate key that allows you to enter into setup. From the setup area, look for an option to boot into safe mode or into a Command Prompt. Once in safe mode, if it works, press start, and go to run and enter CMD. In this window type in bootrec /fixmbr and press enter. Next type in bootrec /fixboot and press enter. Restart your computer normally.
If you can start in the command prompt, enter in the same commands.
Also if you have a windows recovery or windows installation disk you can access the command prompt as well as fix any issues that are cauing your machine to not boot.

Try all, if this not go into its expected boot up. Your options are repair, restore to factory, reinstalled depends on the features of recovery of your unit.
Back up your important files, drivers if needed, installation code if needed first before performing said solution

Take out the battery and only plug in the AC adaptor.
If that doesn't work, then reseat each memory stick one at a time in each slot one at a time checking each time for video.
If that doesn't work, then take out the dvd drive, also take out the hard drive to make sure neither of those are shoring out the motherboard.
Also see if the hard drive light is flickering away at all. If it is then reseat the lcd cable to the motherboard and possibly reseat the cable to the lcd itself.
If none of this works, then the motherboard is bad and would either need to be repaired or replaced.
Your laptop is probably under warranty and you can verify it thru HP's website.

wait then connect adapter and check it out if problem exist
check the RAM is it ok or not? (replace then change)
otherwise graphic chip(GPU BGA) need an expert to repair
