yes it can be fixed! , it is not the screen , so that it good news for you!
just call your local repair shop , and if you have a warranty then use that and they should come out to your house to do the repair , but they may have to take it in, just depends on what they find and if it would be easier to have it in for testing

Most stores will only give you 30 days to return something. You obviosly have either a bad plasma panel or a scan board. Either way you should have a manufacturers warranty. Contact the store for that info.

you need to clean the vedio connector properly inside your tv , if you dont have good idea about electronic you need a technicien

This is failure of some capacitors in the circuit . There are electrolytic capacitors which loose value in time or it is due to defects in the production resulting in leaks causing lowering of value. When the circuit is powered the capacitors slowly regain power to get back to the near value and hence the circuit behaves properly . Have visual check and change any suspected leaked capacitors. If not use a hair dryer to heat suspected section , if the fault clears on cold start change capacitors in this section.

Your display may be flickering for several reasons. You will want to take the following steps to rule out the most common reasons for the display to flicker:
1. Reseat all cable and
connections to the television from your devices. Physically remove the
cables from both the television and the device and reconnect them.
2. Check your Advanced
Video settings in the Vizio TV menu some of our Vizio televisions will
allow you to adjust the following settings under the Advanced Video
Advanced Adaptive Luma
If you have any of these options available please turn all of them off to see if this resolves the display flickering.
If the above steps have not resolved the issue please take the following steps in the order presented:
1- Power off TV
2- Unplug TV from outlet
3- Press and hold in the power button on the TV for 30 seconds (while it is unplugged from the wall)
4- Release the power button
5- Plug in the TV into a different outlet
6- Power the TV back on

will say either "reset all settings" or "system reset". We recommend
that you reset all settings as well to see if this resolves the issue.
