The pulley at a wierd angle is the tension pulley. You may get the manual on line for free if you are lucky but not all mower manufacturers are that generous. What kind of mower do u have?

SOURCE: need to replace drive belt on cutting deck and

You will have to disconnect the deck from the tractor. There might be some rods hanging down by the pulley on the motor. You have to loosen those not remove. Then install the new belt with the inside of belt (V) into the pulleys. The outside of belt (flat side) goes up against any idlers (oversized pulleys). Once you get the belt routed properly the belt will be snug in the pulleys. If you have excess play you have to use trial and error to get the belt routed the right way around the idlers.
Once belt is on reattach the deck and tighten the rods by the motor that keeps the belt from coming off. They need to be close but not touching the engine pulley.

Good luck and let me know if this helps.

Could be any number of issues, you could have sucked in a little trash that was in the bottom of the tank, the fuel pump could have gone out when it ran dry ( if it has one and if this is the case it was past time to replace anyway) I know it may seem strange but I have seen old fuel line suck shut, again, way past time to have been replaced... I could help more if I knew what engine we were dealing with.. There are ALL kinds of things that could be causing a "no start", may not have anything to do with running out of gas, just bad timming..
