From your Description it Sounds like the Shifter Rod has Broken Inside the Transaxle or the Shift Keys have the Shifter Lever Locked in the Neutral Position and the Keys Require Replacing.

If all the safety switches and the key switch do not work to stop the mower , there are only a couple of things you can do. One thing you can do is to use a stick like a broom handle by inserting it between the engine and the spark plug wire and popping the wire off, that will shut it down immediately. I have never tried to grab the spark plug wire of a running engine to see if the insulation will protect from shock, this is because high voltages generate there own induced voltages, I do not know if it is high enough for that. It will not really hurt I think, just a little buzz. Anyway, onward. There is another way, interrupt the full to the carburetor. If the engine has a couple of wires connecting to the bottom of the carburetor, that is the backfire preventor and if it is deenergized it will close a valve in the carburetor and kill the engine by starving it of fuel. If no such thing exists on your mower, you can use a small pair of vise grips and clamp onto the fuel line and the engine will starve for fuel within a minute or so if it is done properly.
After the engine is stopped, get the ignition switch fixed!!!!!

Hello, Ask your local Mower shop if they show a Thermal switch for the PTO. You may have to replace it or move it away from the heat.
