Dell Latitude D620. Just got brand new charger. How do I check if charger is working and how to check battery

Request you to try following the below steps which might help:
(1)Turn off the computer.
(2)Remove all the external peripherals like AC Adaptor, flash drives, battery, etc.
(3)Press and hold the power button for 30sec which releases the static on the computer (if any)
(4)Put back the battery (if present) and plug in the AC Adaptor.
(5)Let the computer charge for some time.
Now try turning on the computer. If still same issue then check if there are any series of beep codes emitted from the computer and see if there are any lights glowing on the computer.
To check a battery and AC Adaptor try using it on a different known good (Compatible) computer which should help.

I guess you need some electronic testers that most probably you don't have because assume you are not a computer tech. Should you have another laptop of similar characteristics, you could test the charger else I see no other option but visit the computer shop where you bought your new charger and get them verify the device as part of warranty
