How do i remove the governar and replace it and how do i set it up afterwards , the motor runs away presently refs up very high no ref control and governar lever has very little movement

start the engine and physically hold the governor lever or control the throttle that it connects to
if by lowering the rpms with the throttle lever and the governor lever moves forward , the governor will be ok
the problem will be a missing spring/rod for the governor lever and throttle lever If that doesn't work then you have no option but to go into the engine to fix what is broken

Light is blinking a 7 fault code, what does this fault code mean.

According to the owner's manual for this scooter, flash code 7 indicates a speed control lever fault. This is the lever that you push to go forward and reverse. The lever is attached to a throttle potentiometer to control the speed of the scooter. The lever has to be in the middle or neutral position when the scooter is turned on, if not, you will get a 7 flash code. If the throttle potentiometer is damaged you will also get a flash code 7.
You can try to adjust the throttle pot or try manipulating the neutral position and turning the scooter on and off until the computer sees neutral. This is a potential work around and will cause the scooter to creep forward when running with hands off the throttle lever because there is no zero setting. I usually just replace the throttle potentiometer and this solves the problem. I hope this helps.

How to install throttle control spring on Honda GVARA lawnmower engine

There should be an empty hole in the throttle lever that one end of the spring goes into. The other end is attached to a stationary post directly in line with the throttle lever. Hook the spring in the throttle lever first and look for something to hook the other end on, probably in the direction away from the engine.

Rascal scooter

Could be the Throttle Pot or Speed Pot. The levers will change the resistance of the throttle pot. The speed pot feeds the throttle pot.
Move the speed pot while pushing the lever forward. If it works could be the speed pot has a dead spot on it. Also check wires loose and a mechanical issue with the throttle pot and the springs.
