You Can be connected to a WiFi signal and it does not work if the WiFi you are connected to has password security on the system.
For example many hotels have free WIFi but you still need to get a password from the front desk.
When you say "pairing" do you mean you're trying to connect it to a Bluetooth device to your phone correct?
The default code is 0000 and you enter that on your phone.
Some use 1234
Try the 0000 first
When you're doing the discovery on the phone there should be an area to type in the code. It's not asking for a physical device
