The smoke is oil going in to the combustion chamber, will have to check for broken rings or piston. also if the tractor was stored in a position that the oil would run to the combustion chamber it will do that untill all the oil is burn

Most likely the problem if this is a reoccuring problem is that either the muffler flnge or head mounting surface is mis-formed and not totally flat, sometime the easiest and cheapest fix is to get longer mounting bolts and installing multiple gaskets between the 2 surfaces to give more room for forgiveness at the mis-shapen parts, anouther solution I have done is installed a metal deflection plate in the area where the exhuast blows out to deffect the exhaust to an area where it does not cause problems. you could have a broken piston ring. check the oil level. if it is ok or low and still smokes or hard to start then you may have to overhaul the engine. let me know what you find.

check the oil does it smell like gas the needle valve is not seating and gas over flows the carb and dumps it into the crank case
