Either turn heat control dial up, or there should be a 2-button, one UP & another DOWN. Push UP button.
If a single Heat button, the push the button once, it will start to blink, then push again - if temp goes up, you are going in the right direction to get to your desired temp. If going down, then stop & wait till blinking stops - then push the heat button again, it will blink again, press again and now it should go in opposite direction.

How can i increase the tempature of my oasis hot tub from 101 which seems to be max to 105 degrees

That is not adjustable. It is set from the factory and the manufacture has to legally limit the temp for medical reasons. The tub I had and the highest temp allowed by law is 104 degrees I believe.

I have just replaced my circuit board (balboa 53247) for my eclipse hot tub and as soon as I plugged the unit in, I got an OH reading from the top-side control. Then I noticed that if I pulled the temp....

Unfortunately, I would have started with the sensors and then escalated from there. A hot tub is one of those items that I generally recommend hiring a technician to sort out, it's just flat not worth the headache of troubleshooting without the know-how.

As for your particular problem, the OH code on a Balboa control pack is "O.ver H.eating" it means that the heat sensor detected high temp and shut down to prevent damage to the system (as well as cooking you like a pink lobster) The sensor could be bad or the control board could be malfunctioning. A new sensor is $75-85 if memory serves me and is relatively easy to replace. one sensor is in the heating tube and the other is screwed into the tub shell to monitor tub temp. I would suggest new sensors, both of them because when one goes out the other usually isn't far behind. Make sure you shut the power to the tub off at the breaker box before doing any kind of tub repair. If you have shutoff valves on your tub you can replace the internal one without draining the tub. the one in the shell you need to drain to replace (at least to the sensor hole level) I hope this helps you to get your tub working properly again, if you still experience issues after this, I suggest biting the bullet and calling in a tech. Thanks for your question =)

Balboa hot tub.. how to turn up the HEAT / TEMP , no owners manual, and does anyone know where I can get one?

You do not have a Balboa Hot Tub. That is the company that made the control panel for it. Id venture to guess it's either a Hawkeye, Barefoot or Master spa if it came with no owners manual. To turn up the heat simply press the Red "up" arrow on the digital control pad. Check out the link below. It's a quick reference guide to what I'm guessing is your top side control.

Overheats after running about ten minutes...doesn't overheat while idling.

Seems like your thermostat is going out, meaning that it is not opening all the way anymore, at idle its not a problem, no hi RPM on the motor, but as you rev up, temp increases, thermostat not opening all the way obstructs coolant flow so the block does not cool off properly.
Another thing to look at is your water pump, is the fan clutch working properly?
Obstructed radiator, it may need a good flush.
The car is over 10 years old, so expect it to start having issues. I'd advise to check your ******, do a maintenance on it. (filter and fluid change)

The bath heater you have is not designed to HEAT water - they only Maintain what you start with.
You need to start the bathtub with the hot water you want. It will only heat about 1-2 degrees an hour.
