Simlock has nothing to do with the phone. Be aware in the states, you could have your phone unlocked and still not be able to use it on another network, because different providers use different and not compatible networks.
In the phone is the sim, and for phones with a contract the software only allows a sim from the same provider. After the contract is over the provider should give not only a code to unlock the phone, so you could use it with another provider, he also should tell how to use the code.
