Check and see if the safety pin in the shaft on your drive pulley or your tine shaft is broken. Does every thing turn up to your tines if so that could be the problem. There is a pin that breaks instead of doing damage if you hit something. After a while they just wear out.
You will need to remove the float bowl from the carb and clean out the jetting. There are small tubes that serve as a restriction for the amount of fuel allowed to enter the engine. These can easily be plugged up with particles and grime after sitting for extended periods. Also make sure the adjustment needles are not screwed down all the way. This, in some carbs, will completely cut all fuel.

You can buy parts for this from www.petessmallengine.com I had to replace the tine shaft w/worm wheel assy. This is usually the weak point in the transmission. The worm is made out of brass.
You may have a clutch burned up. The transmission may need replacing. we had one in the shop earlier this year and the same thing happened to our customer. We tore it down and found some gears needed replacing but Honda does not sell the parts separately. You have to buy a new transmission. And they run about $300.00 USD. Check with your local dealer, see what they might be able to help.
I took the transmission apart and the gears were fine. The friction pads on the centrifugal clutch don't seem to make full contact with the drum. Does anyone know what the thickness of the friction pads are suppose to be? I used some belt dressing on the pads and got some movement on the tines. With no wear on the gears, I guess I'll be replacing the clutch.
You'll need a vacuum pump, an oxy-acetylene torch some silphos silver solder. Regular plumbers solder won't work. You might try replacing the start capacitor and maybe use a kicker capacitor on the compressor before you buy a new compressor. You may find it difficult to buy freon if you're not licensed to buy it. To recharge the system, you'll need a set of gauges and hoses and a scale to weigh the freon when you add it to the system.
