Yeah, clearly a bad connection to the source and since you mention static I too assume you are going from an OTA source. If it has always done this you just need a bigger antenna, but that will also result in the random blockish patterns from weaker stations and if it is real bad reception the audio will stutter as well and you'll need pre-amplification as well. I got $21 RCA pre-amp from Amazon that solved a lot of my reception problems from the Antennas and I have good ones (VHF & UHF both) to start with.

your backlight burnt out, this will be a maybe several hundred dollar repair. the screen is backilt by a very expensive flourescent light, without that light, the screen will be black.

There is a way to reset television. I have a jvc 42inch that was just going to main logo screen and not beyond it. If i remember correctly you unplug the tv hold power button for 5 sec on tv then let go plug in and start. If that dont work unplug and then plug and hold power button on tv for 5 sec. It is 1 of those combinations. My tv worked after that. I googled my problem and a website listed that some tvs need to be reset.

The backlight inverter board may have gone out, or the power supply for the inverter may have gone out. If it is two years old, you should look at the power supply first for bad capacitors.
Please post back what you find. What is themodel number anyway?
