Question about Samsung Cell Phones
If you are using an Android (which I will guess you are as most if not all Galaxy devices are Androids), when you created/logged into your Google account, if you left the Backup to my Google checked, it can restore your contacts from there. Go to your contacts, press the options key and choose Settings, then Contacts to Display. You should have the option to display your contacts by your Google Account.

To block all calls except those from specific numbers use the phones blocking mode. Goto settings, blocking mode, and turn on blocking mode. You can select a time when this is active and select numbers you want to allow.
To block only specific numbers you will have to get an app off the Play Store. I use Truecaller.
