Question about Garden
I am trying to start this leaf blower and I am not sure if I should have the choke vertical to start or horizontal. Also where the trigger is what does the I and O mean
I means "ON" and o means "OFF"
choke should be closed to richen the fuel mix to start open it slowly after it starts and runs
also note most (2cycle) gas powered leaf blowers require a gas/oil mix to run properly , straight gas will destroy blower motor

The carburetor could need rebuilding or you have some bad gas. I would mix up some 2 cycle oil and fresh gas from the station. I would try the new fuel mixture first.

This sounds like a fuel delivery problem. Check the fuel filter and also the carburetor bowl and main jet. Make sure the fuel lines and the carb are clear and clean.. Carb may need to be removed and cleaned....it's not picking up the fuel and delivering it to the engine. There may be some small debris that has entered the carb and is stopping the complete flow of fuel.
