Be aware when it runs it can hurt you seriously.
But in the machine are some security switches. Unplug the device, and lift the shredder part. Then check if nothing is blocked on the down side of the cutter. Check if all security switches are engaged, when you put it together. The top must be closed complete. Just a few mili meter space, can make the machine to stop.
