How do I set the tuner to tune at different keys?

Good question, tuners can be simple and some are complicated
a basic automatic guitar tuner you would not have to do anything to the settings, just tune normal on the E string then slowly down tune to D most tuners are a little sensitive, so go slow
and one thing I always do is go lower than the note I'm tuning to then tune up tell it's correct, strings seem to stay in tune better
Hope this helps ?
and if you have time check back on my profile
I will be doing some video tips this weekend
showing tuning, and some basic guitar repairs
thanks for your time

HOW DO I TUNE A KRAMER GUITAR

Without seeing your guitar, I'm going to assume the "tightening lugs" you're reffering to are the string locks on the nut. On a guitar with a "floyd rose" style tremolo system, the strings pass through a clamping system at the nut before going to the normal tuning keys. This clamping system "lugs" must be loosened then the guitar is tuned as it normally would, then the lugs are tightened to lock the strings in place. These clamps are not part of the tuning mechanism, but instead lock down the strings after they have been tuned by the keys. After all that, one would fine tune the guitar at the bridge rather than at the keys. A more complete explaination is found here-

While I was having my fuel pump replaced it was suggested that I get a tune up the next month I had a tune up now it won't start . Had a bad bank on the coil pack replaced it now no spark ??

No tune-up on your vehicle, only preventative maintenance

Vehicle Computers have been tuning things for the last 30 years

All you got left there is Spark Plugs

Treat all vehicles the same- as for as maintenance goes

Can't tell you a thing without the vehicle to test, you should know that

The parts needed for a tuneup on a 2004 chev aveo

Define tune-up

Spark Plugs --- are all that is left of what was a tune-up 35 years ago

Are you doing preventative maintenance or you have a
drivability problem ?

We just need the symptoms of what the car does

I have a 2002 ford zx2 with a little over 100000 miles. I was told the only thing necessary for a tuneup would be new plugs. Is this correct?

In my world your correct

Tune-ups have been gone for 25 years,
as computers do all the tuning

Spark plugs are all that is left & they are
called preventative maintenance, as they
always were.

You can do air filter, gas filter, clean MAF Sensor
etc, but not tuning anything, just restoring things

I want to know how much will it cost to get a tune-up?

There is no real tune up any more.
The main thing with a tune up was points, timing, and valve adjustment.
Now all you can do it change the spark plugs and filters.

Manually tuning the reciever

you should be able to tune in manually.
press tune
press fm or am
press d. tuning
enter the frequency of the station 4 or 5 digits ie 9370 or 10450

another thing to look into would be getting a yagi fm antenna, they are directional and although you may have to rotate it for best results, they work great.
