The UTP21P1 2HP pump (Lowes part number 313834) is made by Star water pumps t branded a Utilitech pump. I believe it's a re-branded HSP20P1. I called Utilitech at 866-994-4148. They transferred me to Star Water pumps at 800-74-5044.

I needed a new cast iron pump housing as mine froze with water in it and cracked. The guy at Star told me it's part number 023115 and costs $130. They said to try and order it through Lowes as it would probably be cheaper. Nice of them to be honest! I tried that once but the sales droid couldn't figure out how to order it. I'm going to try again. Good luck!

2000 Mercury 115 ELPTO impeller replacement. The Quicksilver replacement kit comes with various washers / face seal. The water pump housing didn't have a seal on top of the old one. Am I supposed to use...

if you mean a large flat sided 'O' ring then this is to help keep water in the impellor housing !? some housings have gaskets between the base plate and housing , check the impellor in the housing and see if it stands proud as then you need the gasket ! compare with the old one as it mite have been forgotten !! check the seal and tube for the water pipe also ok!

Where is the water pump located?

Here is the complete procedure to replace the pump on your 99 Deville.
You will need to purchase the special water pump removal/installation tool.
1. Drain the cooling system.
2. Remove both radiator hoses
The water pump is on the right hand side of the engine and is driven by a pulley that comes off of one of the overhead cams.
3. remove the air cleaner assembly.
4. remove the pulley guard.
5. loosen the tensioner and take the belt off of the pulley.
If you decide to replace the belt you need to remove the tensioner, remove the studs that the pulley guard came off of and the tensioner will come out.
6. remove the water pump housing cover. the thermostat housing is bolted to this cover. it has (4)10mm bolts that hold it on.
7. using the special tool, turn the water pump clockwise (it twist-locks into the housing) and remove it.
8. clean all sufaces, replace both o-rings.
9. CAREFULLY! install the new pump with the special tool. be careful that you turn it all the way in counter-clockwise but that you don't pull too hard. The pump has steel tabs that lock into grooves in an aluminum housing. if you damage that housing by forcing the pump too hard you will cost yourself a ton of time and money.
10. re-assemble the engine in reverse order as disassembly.
don't forget to use your torque specs. You are working with aluminum castings

The pump will come on, but will not circulate the water in the swimming pool. Prior to this, while it would circulate the water, I was loosing water from the pool through the pump.

It appears that one or all of the seals in your pump have failed. Most likely the SHAFT SEAL. purchase and replace the diffuser o-ring, housing o-ring, and the shaft seal. This should do the trick

Replace side pump seal and wiper

the cup side of seal goes towards the pressure side.
