I did not see that news article, but it is possible, yes. This rainwater tax is really outrageous! In Colorado, they used to think we were being water conscience and "thrifty" if we caught rainwater and reused it. Then they came up with this rainwater tax and made it illegal to collect rainwater.

How can I get the white house to read a letter expanding on my son in prison and how much he is a Cristian he is and how bad the prisions are

He was put in prison for a reason, convicted by a judge, or a judge and jury. Do a crime, do the time.

If he was a Christian, he would have applied the 10 commandments to his life. Your argument is so flawed and full of holes.

This is nothing to do with the POTUS, contact your local governor to see if the sentence was harsh for the crime, and appeal the sentence time he was given.

Can someone tell me what is the difference between a jail and prison?

At the most basic level, the fundamental difference between jail and prison is the length of stay for inmates. Jails are usually run by local law enforcement and/or local government agencies, and are designed to hold inmates awaiting trial or serving a short sentence. Often "short" is designated as a misdemeanor conviction versus a felony. Prisons, on the other hand, are typically operated by a state government or the Federal Bureau of Prisons (BOP). These are designed to hold individuals convicted of more serious crimes, typically any felony.

Is rain water safe to drink?

Rain passes through the atmosphere before falling to the ground. So it can pick up any contaminant present in the atmosphere.

It's not a great idea to drink rain water falling near chemical plants or near the plumes of power plants, paper mills, etc. Don't drink rainwater that has run off of plants or buildings because you could pick up toxic chemicals from these surfaces. Similarly, don't collect rainwater from puddles or into dirty containers.

How did Avon get released from prison?

While in prison, Avon discovers that one of the guards, who has been giving Wee-Bey a hard time, is dealing drugs to inmates. Stringer then contacts Blind Butchie, who sells the guard the drugs and gets him to give the guard a poisoned package ("hot shots" which is also the title of the episode) that causes several inmates to overdose in one night. The prison authorities, desperate to catch who is behind the drugs, agree to offer reduced sentences for information. Avon comes forward and agrees to identify the dealer in exchange for getting his parole hearing moved up and for the prison to recommend his release. In the end he only serves a single year in prison before being released.

According to https://app4.lasd.org/iic/FAQ.htm#Q13.org, "A: SP3 means that there was a sentence to State Prison and all the inmate's paperwork has been processed and he or she is waiting for transportation to the Department of Corrections.
