Log onto www.paypal.com and see your transaction details for your account.
You can open a disputeA buyer asks for a seller's help in resolving an issue with a transaction. in the Resolution CentreLocated in My Account, the PayPal resource for resolving issues between buyers and sellers. to contact a seller directly and resolveA buyer and seller come to an agreement and close the case, or PayPal comes to a decision and closes the case. a problematic transaction. You have 45 days from the payment date to open a dispute. Common reasons for opening a dispute include:
  • You paid for an item but haven't received it and the seller is uncooperative or unresponsive
  • You received an item that was significantly-not-as-described (SNAD).
Click the Dispute a Transaction button in the Resolution Centre to open a dispute. Then, provide more information about the issue and send a message to the seller.
Transactions older than 45 days cannot be disputed but should still be reported. PayPal tracks seller performance trends in the event we need to take action to protect other buyers.

That seems like a question for your credit card company. They might have declined the transaction or the site may have declined the transaction in which case calling the site/credit card company would be ideal. This is most likely NOT a laptop issue as it was done over a web browser and seems to be less a function or stability issue and more an issue with information being received, etc

paypal doesn't "bill" ...they either take money from your account and give to whomever you made a purchase from, or, if your account is empty, they use backup funding. If you dont' have backup funding setup, and you don't have any money in your account...there is nothing for them to take. But if someone is saying you made a purchase that you didn't and it shows up in your account, just dispute the transaction. (you need the transaction number) ...best way is to just call them, they are very helpful on the phone. They have always resolved my (very) few issues extremely rapidly. (they have to...or no one would stay with them) ...is it related to eBay, or just regular internet stuff?

Also, it's a good idea while disputing a transaction, that you CONTINUE TO keep all banking accounts and credit cards UNLINKED from your paypal account until it's resolved. (so you don't lose any money)

1) First, hopefully you completed the whole transaction with the seller USING the actual paypal application. If you decided to buy it by just emailing the seller without paypal that is why the transaction is not there and the seller deleted his account.
Ebay does caution against doing it without using paypal.

2) If you did buy and pay for item throught paypal, it sounds like the seller deleted his account and does not want to refund your money or ship your item.

If #2 is the situation, Go to the actual transaction or Activity on your paypall account and get ALL the information you can on the sale. Item #, description, Seller information, etc.

Log into your paypal account and choose My Account
scroll to the bottom and click "contact us"
a page will open and you can either call PayPal or look in "Find Answers by Topic" and report FRAUD or Report a Problem.

try that and Ebay will be able to search their records and find this seller if it is fraudulent.

Go to your paypal account, log in, and run a search of your closed transactions. When you locate the sale, click on it to open the window and find the box to click on to report the transaction to open a complaint. You have to open up a complaint with PayPal in order to get a refund. All transactions are kept in your account. Just run a search within the time frame that you purchased the item and report it to them. If you can't find the item, click on help and then contact us and call them on the phone and request that they locate the item for you with the information you listed in you question posted on Fixya. Tell them you want to report the item as not as expected and request a refund.

Did they charge you?, What you can do is cancel the money transaction or ask for a refund, when you recieve the item send it back to him immediately and report the seller to eBay, as what he did is against the terms of service. Hope this helps.

What do I do if I only recieved half of an item on a bid through pay pal


Hi,
You can open a dispute through Paypal. Go to your paypal account and click on Resolution Center. Then click on Report a Problem and after that click Report a Transaction Problem.
Select Item Dispute and click continue. Find the transaction id that concerns you and click continue. On the next pages complete the information as per your problem.
Paypal will give some time to the seller to respond or you may escalate your problem to be fixed by Paypal. Paypal will then decide for the outcome and probably give you a refund.

I want to buy a motorcycle from a person who listed it at buy and sell but she want the transaction to go through ebay vehicle protection plan is this legit?


if the item is not purchased directly from ebay then it is not a legit transaction.. to be able to be eligible for the VPP or the vehicle protection program, it is necessary to purchase the item on ebay. if the item is listed outside ebay and the seller is telling you that it is an ebay item with vehicle protection and the money will go to an ebay agent then dont continue the transaction since it is clearly a SCAM. do not share any information to this seller and report it to ebay by forwaring all emails to spoof@ebay.com

do not continue the transaction if the item is not listed on ebay, you need to ask the seller for the 12 digit ebay number so that you can purchase the item on ebay and not on another website or not directly from the seller.

when was the item purches?
if the item was purches over the weekend is normal that is still in transaction give then another day or two you will receive an e-mail confirming the day upon received.
