There are 2 dogs or fingers that expand out to grab the flywheel when the rope is pulled They are sticking and can not expand or slide out. Remove the recoil unit and free them up When the recoil unit is off pull the rope and watch the action

Mostly the small plastic tongue that engages the flywheel pulley is the same for all recoil starters
go to the repair shop for the model first otherwise pull it apart and take the bit to other shops for a generic part

sounds like the gear broke on the starter and lock up the flywheel take off the little cover over the flywheel and you will see it you can buy the gear for about 10 bucks

I start to pull the rope and it won't budge. I took the casing off and I pull the rope and it works fine.

Check that the flywheel is not touching the ignition unit core ( too tight an air gap ) the gap should be 0.3mm, check for any loose screws or foreign objects caught in the flywheel, if this is all ok then i guess the machine has come internall damage, and will now need to come apart.

I have a Toro 20070 and it won't start. Doesn't seem to be engine but more in the pull rope. I engage the bar and the recoil pull stare seems locked. Suggestions?

there is a flywheel brake on them, possibly a malfunction there you will have to pull the top shroud off and see if maybe cable broke, that attatches to the brake which when you engage it so the eng. can rollover with pull start.It is a safety deal so that when you let go of handle the blade stops imediatly, Hope this helps

Clutch

Two things, The rope pulley has lugs on it for the flywheel pawls, the lugs are worn off mainly due to pulling the rope before the pawls engage. replace plastic pulley..

the flywheel pawls are siezed in the run position full of dirt or rust clean and free up.
