Remove the Flywheel nut, Get a steering wheel puller or a harmonic balancer puller that has a pin in the bottom. ( I have both and the official OMC one the OMC is the best) . Get the proper length bolts and make sure they go far enough into the flywheel to engage all the threads but not too far as to damage the coils. Make sure they are screwed in evenly. Then tighten the puller while holding the flywheel ( you can use a screwdriver by the starter or a flywheel holder)and when it feels tight hit the top of the tightening bolt (This is the one in the center of the puller with a hammer. that will "pop" the flywheel. if it doesn't come tighten more and hit it again. The shock of the hammer will pop it off. If you don't shock it, it may not pop off the taper.

Here is a picture of the OMC puller and a Steering wheel puller the OMC is the black one.

Here is the proper bolt. Official OMC tool bolt

Notice the thread length is limited as this is a shoulder bolt made especially for pulling OMC flywheels. That prevents them from screwing in too far and helps keep them even.

A steering wheel puller will work, just used the right size bolts in the 3 holes on top after you remove the flywheel nut.

remove the large nut frm the top of flywheel, making sure not to turn motor backward , then get a flywheel puller that fits .bolt that on and tighten the center bolt giving the top of it a rap with a hammer when really tight . might have to do it again after getting it real snug again.

How to remove starter from 1983 30hp evinrude OMC

I just read up on the removal of your carb, It says to remove the flywheel to get more room, and then the carb, the left side bolt is harder to get to but it can be done. Only get 1/6 turn of the wrench, remove the fuel line, and be careful not to lose any throttle parts. Hope this helps.
